Chad-Cameroon Petroleum Development and Pipeline Project--October 10 - November 2, 2002 EIR Report of the Project Visit to Chad-Cameroon. This report was prepared by Julia Grutzner, EIR's Program Officer, who accompanied Dr. Salim on the second project visit to Chad and Cameroon. Additionally, Mardi Minangsari, a Media Specialist, also went to film a short documentary of the visit. Dr. Emil Salim, the Eminent Person heading the Extractive Industries Review, undertook a project visit to the Chad-Cameroon Petroleum Development and Pipeline Project, from October 10 - November 2, 2002. This was the second project visit completed by the Extractive Industries Review; the first, to Papua New Guinea, took place in August 2002. The Chad-Cameroon Project was chosen as it is one of the largest development projects ever undertaken in the region, and one of the biggest investments recently made by the IFC. The EIR's focus for the visit was to assess the involvement of the World Bank Group in the Chad-Cameroon Petroleum Development and Pipeline Project. The EIR visit overlapped with the International Advisory Group (IAG)'s site inspection of the project. This was a good opportunity for the EIR team to learn not only about this complex project in the company of renowned experts, but more specifically about governance measures which the World Bank Group has put in place. In addition to attending meetings with the IAG, EIR conducted interviews with NGOs, local communities and government representatives from both countries. The Chad-Cameroon Petroleum Development and Pipeline Project monitoring involves: International Advisory Group - a quasi-independent group appointed by the World Bank Group to monitor the implementation of the project and ensure the realisation of its developmental objectives. External Compliance Monitoring Group - an expert consultant firm, D'Appolonia S.p. A of Italy, is charged with montoring compliance of the project requirements and specifications set out in 'The Environmental Management Plan' (EMP). Inspection Panel - an independent panel created by the World Bank to evaluate complaints regarding compliance with the project's requirements. The Inspection Panel has released a report on the compliance of the Chad-Cameroon Pipeline Project with the World Bank Group's safeguard policies. A second complaint regarding the project was submitted to the World Bank Group during the World Bank/IMF 2002 Annual Meetings. The Chad-Cameroon Pipeline Project has raised a number of concerns and questions.
